Straight from the Horses Mouth

"Four years after the frightening experience of September 11th, Americans have every right to expect a more effective response in a time of emergency. When the federal government fails to meet such an obligation, I as president am responsible for the problem, and for the solution."

And a little later on:

"In a time of terror threats and weapons of mass destruction, the danger to our citizens reaches much wider than a fault line or a flood plain."

-President Bush in a speech given to the good citizens of New Orleans

Did he really mention WMD? More about it here

I'm a little alarmed about our border problems...we've been so fortunate to avoid more incidents.

border problems? Well, yes, but I thought it was interesting that he admitted the levy break was his fault, and that he was responsible for fixing it...and that for some odd reason he threw in WMD once again. Kinda like he throws in Osama, 9-11, and Sadam Hussein in with each other.
